Residence and relocation

Malta residence and relocation: options for business owners and families

Explore Malta permanent residence, remote-work and startup options. Describe your circumstances and request an individual next step.

Choose the purpose of your Malta residence

Malta can appeal to entrepreneurs planning a family home and an international working life. Permanent residence, remote work and establishing a local innovative venture nevertheless call for different decisions. Start by defining the outcome: a long-term family base, working remotely while living abroad, or relocating the founders of a new business.

LegalRegistr accepts Malta residence enquiries and helps frame the initial questions. You do not have to know a programme name before contacting us. Describe nationality, current residence, income and family plans. The suitability of an option and available assistance are assessed for your circumstances; the competent authority decides the application.

MPRP: permanent residence for eligible applicants

The Malta Permanent Residence Programme, or MPRP, serves eligible applicants from outside the EU, EEA and Switzerland. It combines financial and housing conditions, contributions, fees and applicant checks. An application must be submitted through a Licensed Agent. Permanent residence is distinct from the separate rules governing citizenship.

For an initial discussion, outline family composition, the nature of your assets and whether you prefer renting or buying accommodation. Separate property expenditure, mandatory payments and professional services in your planning. We do not combine them into a passport price or describe an advisory fee as the whole relocation budget.

Eligibility involves more than sufficient funds. Nationality-related restrictions and other admission conditions, supporting evidence and checks also matter. A translated guide does not mean that every passport is accepted. Establish eligibility before incurring preparation expenses.

Nomad Residence Permit: an overseas working activity

The Nomad Residence Permit may be relevant to an applicant who retains work or business outside Malta. Official criteria distinguish employment by a foreign employer, activity for an overseas company owned by the applicant and services for foreign clients. It is a specific remote-work permission rather than a universal substitute for authorisation to work in Malta’s domestic market.

Explain who pays your income, where the employer or company is registered and where clients are established. Outline income and contractual arrangements. Financial criteria, restrictions, insurance, housing and supporting records need checking before application. A laptop and an online working style do not themselves establish eligibility.

Startup Residence Programme: a venture with local substance

The Malta Startup Residence Programme has a different purpose: eligible founders and participants in an innovative venture consider a business with real operations in Malta. The official description emphasises tangible local presence. Explore it when you intend to develop the venture there rather than merely incorporate a legal entity.

Describe the product, development stage, team and intended operations. Explain why Malta matters to the business and who plans to move. Buying an ordinary shelf company or being appointed a director does not demonstrate startup eligibility. Business assessment and immigration preparation must reflect actual plans.

Family arrangements and accommodation

Describe family composition before choosing a route. Include spouses, children’s ages and any other relatives you hope to include. Each residence basis has its own dependency, documentation and admission rules. Planning may also involve school, insurance, accommodation and travel; residence status should not be treated as a promise of free services for every family member.

Housing is a separate cost and preparation decision. Before signing, confirm that the property and supporting agreement meet the chosen requirements. If a purchase is also an investment, distinguish the assessment of the asset from the immigration outcome. Residence eligibility and the commercial merits of a property are different questions.

Residence, work and tax status

Permission to reside in Malta should not be read as unrestricted permission to work throughout the EU. Rights depend on the status and relevant rules. A business owner should separately consider personal work, company obligations and the intended place of management.

A residence card does not answer every tax question. Outline income sources, operating countries, distributions from your company and plans for actual residence. If a particular tax treatment matters, raise it as a separate issue for review. We do not promise a universal rate or exemption from obligations elsewhere.

An important distinction about Maltese citizenship

The former investment citizenship framework was repealed. In its notice of 5 February 2026, Community Malta Agency explains that Citizenship by Merit is not a continuation or an alternative investment programme; decisions are discretionary and marketing of the legislation is not permitted.

The enquiry offered here concerns residence and relocation. We do not promote citizenship by merit as a service, promise a Maltese passport after a property purchase or turn MPRP into a guarantee of naturalisation. If citizenship is central to your plans, separate that question from the choice of a residence basis.

Prepare a short Malta enquiry

Tell us which objective fits best: permanent residence, remote work, an innovative startup or comparison of options. Add nationality, current country of residence, family composition, income source and desired timing. All additional circumstances can be described in the main message.

For example: “I consult for overseas clients and am considering moving to Malta with my spouse. I want to compare the relevant remote-work permission and long-term residence options.” There is no need to upload passport copies or financial records initially. Eligibility, the assistance required and an appropriate later document-exchange process are clarified first.

A defined next step before committing

LegalRegistr reviews your request and clarifies questions requiring individual assessment. Availability of services, specialist participation, documents, terms and fees are confirmed before an order. Sharing personal information with a specific external adviser is agreed separately.

The website does not claim that LegalRegistr holds an MPRP agent licence or immigration-authority powers. An initial enquiry is not the submission of an official application. You can start with a question about your options and discuss a next step without committing to a service.

Residence questions

Are MPRP and citizenship the same?

No. MPRP is a basis for permanent residence; citizenship is governed separately.

Must I already choose a programme?

No. Describe work, income, family and relocation goals to start comparing appropriate options.

Does incorporating any company qualify for startup residence?

No. An eligible venture and genuine activity are needed; a company alone is insufficient.

Are the options open to every nationality?

No. Eligibility and restrictions depend on the residence basis and current rules, and must be checked before preparing an application.

Discuss residence and relocation

In the message, include nationality, current residence, family composition, income source and preferred timing. Do not send passport copies or financial records.

Use the alternative form

An enquiry does not oblige you to order services. Available assistance and terms are confirmed individually. Personal information is shared with an external specialist only after the recipient and purpose are agreed with you.
